Our Team

Mr. Palko served as CEO of 3 Municipal Governments prior to establishing Palko & Company.    

In this capacity, Mr. Palko was responsible for overseeing the day-to-day and strategic executive management of Municipal Departments (Police, Fire, Human Services, Planning/Zoning, Public Works, Parks & Rec, Library, Emergency Management, & Central Administration), developing   

and recommending policies, strategies, and budgets for Legislative Board approval, managing the local economy, and managing the execution of Municipal Budgets ($190M+) and Capital Improvement Programs ($400M+). A highlight includes a turnaround in the City of Manassas Park, which when facing bankruptcy and under fiscal distress watch by the State, Mr. Palko lead them from a negative fund balance (-$1M) and no credit rating to a $19M+ fund balance (25%+ of operating revenues) and a Double A credit rating. The City also cut their debt by more than half under his tenure while lowering taxes, and he secured a public private partnership to construct a new City Hall ($0 for existing tax-payers) and a municipally subsidized movie theater downtown anchor.  

 Prior to Municipal Executive Management, Mr. Palko worked in the private sector serving as a financial consultant for IBM, and as a management consultant for Booz Allen Hamilton. He earned a Master’s Degree in Public Policy from Harvard University where he concentrated on administration and performance management. Mr. Palko began his career serving as an Army Officer from 2005-2010, earning the rank of Captain and being awarded the Bronze Star serving two tours of duty in Afghanistan.
